Document Description:
The documentation of elements in PR02 does not properly reflect the
approach to inheritance taken by the TC, and so ends up duplicating
defintions, including possibly forking or redfining elements. 

This document illustrates an approach to documentation of the schemas in
the specification that could reduce duplication while more accurately
reflecting the underlying structure. 

Please look at this quickly, and send a thumbs up or thumbs down, perhaps
with a qualification (would be better if....) to the list. If the TC likes
this approach, the editor will use it this weekend...

Note that this is not a technical document, but a style decision. You
should be able to review and comment in minutes. Any technical variance
between this and other revs is purely accidental, as I am not addressing
those issues herein.
