I think that the convention (if not mentioned) should be described in say wd28 line 18 "Terminology". I'd suggest for consideration the following:

"Terms defined in this specification or used from specific cited references are capitalized; the same term not capitalized has its normal English meaning."

It is my impulse to separate the normative and non-normative use by the use of capitalization. All non-normative common use of the words occurs *before* the definition. A commenter suggests that all be capitalized.
