I would like to be able to sell an autonomous/self dispatching service, especially in ancillary markets without requiring the large overhead of resources. Connecitivty Week this year saw lots of traffic for someone offereing exactly such a service, and it was mentioned in PAP07. There is a lot of different between an Home Security Service (we'll respond adter the alarm goes off) and a on-site security guard ("I'll make sure you never get an alarm"). If it means that there are some automated controls on a resource or device then this should only be in resource.xsd. Perhaps the original intention was a device that monitors and responds to frequency or voltage and phase angle.
