I don't think these should "all be MRIDs". That's a particular type of identifier, and does not appear to be appropriate to all of the uses to which EMIX can be put.  An MRID should be able to be used, as should whatever "native" IDs exist in a particular deployment.

We'd talked about the conformance statement from a conforming implementation defining how it uses and creates IDs.

The focus is, I believe, on the delivery points, some of which may be meters, some of which may be calculated/dynamic.

The text in line 1 should probably read "As defined in the [CIM], the MRID can identify [not "identifies"] a physical device that may be a Customer Meter or other types of End Devices."
