General notes:
There is no TEMIX top level product. It is structured as a profile.

Note that the section numbers have changed from earlier versions.

We cannot remove from the document without seriously reducing consensus.

Please look at wd30 for the current version and add comments.

PR01 described the TEMIX concepts, and pursuant to comments from NARUC leadership and others, the role of TEMIX was strengthened in subsequent working drafts.
