Note that what Jerry contributed is from 61970:Core
for any type of curve. What the IRC used in their contribution is a proposed
extension of the informative section of the CIM for Market Operations. I’m
not sure what is being referenced in EMIX as being from CIM; if it is from
anything that is in an IRC labeled package, it is not CIM. In addition anything
from the Market Operations package the CIM is being replaced by a proposed
normative specification – 62325 Deregulated Market Communications. Bruce

This is the 3rd Edition draft, however it does not appear that the ramp curve information has changed since 1st Ed. Sections of interest may include: p. 58; p. 65 - 66; p. 126; p. 154 - 157; p. 179 - 183
The same curve structure is also used things such as Heat, Hydro, AuxPower; any search of the word "curve" in the document will turn up the numerous references.

If you open this file and navigate the following packages:
IEC61970_IEC61968_Reference > IEC61970 > Core - you can then open the CurveSchedule diagram that shows the relationships.
