Table appears to refer to market practices such as PJM's which allows submission of up to 10 ordered pairs which consist of unit and price; e.g., at a given price, the Resource will provide the corresponding number of units.  This could be, but isn't necessarily restricted to ramps.  In PJM's case it is the Resource's presentation of points of economic indifference.  Since the units offered are an absolute value, there wouldn't seem a need for Maximum Response since that is governed by the specific energy market of the bid. Presumably, the offer price assumes the quantity offered is available within the requirements of the market rule or tariff.  In short, there is no physical relationship between the one offer segment and another.
