Might it be a difference in perspective?  Demand side (DR) departments aren't integrated into control room operations as seamlessly as generation resources, and there is the business of FERC requirements that these resources have equal access to  markets.  Many take that to mean that for every gen type there is a demand type.  While that's true in the market rules, there are significant differences in custom, if not on the physics, of how they operate.  For example, a gen resource may be bound by ramp characteristics, but a demand resource would not since participation in each (output) segment is somewhat arbitrary.  Would say more but have a con call.
