Per line 703 comment:  I have not been able to find a document either in the WG13 work area or in the IEC store.  I believe that IEC 61970-301 Energy Management System Application Program Interface (EMS-API) — Part 301: Common Information Model (CIM) Base defines the use of an mRID sufficiently for our use here and I believe that this is already referenced in this effort.  

I believe that we can close this portion of the issue.
