http://www.pge.com/tariffs/ResElecCurrent.xls shows current tiered time of use tarrifs for PG&E.

Rates are by TOU Period and Tier where the Tier is defined by % monthly kWh over baseline kWh.

The concept of block is not defined in this rate schedule, and tier relates to consumption and not time of use.
