My understanding is that 2.19 is applicable only to CN/CS/COS
and not to CSD Work Product Ballots.

Product Approval Motions for Committee Notes, Committee
Specifications, and Candidate OASIS Standards."

The action IMO is invalid for other reasons as well, documented
in the TC Handbook, in a memo to Chairs/Members, etc.
