EMIX is focused on an information model for price and product communication across the grid.  The NAESB REQ 15, 16, 17, 20 and IRC requirements cover more than price and product communication.  The EMIX committee has synthesized a price and product information model from many sources including the NAESB, IRC, OPENADR, utility retail tariffs, forward bilateral and futures energy markets and other sources.
Energy Interop is the best forum to apply EMIX and other inputs to provide a profile for the IRC /NAESB.  OPENADR has taken this approach.  The IRC, for example, may work to develop IRC profile within Energy Interop that applies their specific terminology while building on the cross-domain interoperability provided by the EMIX price and product information models.

I recommend this issue be closed.
