The IRC is working to provide a better response to this issue by Monday 8/22/2011.  I do not believe it is market context.  Until an understanding of Product Description is established the IRC will continue to have this issue noted in its comments.  The issue has been presented in all three drafts, and no discussion has resolved this misunderstanding.  Therefore the issue is outstanding and should not be closed.
