This is not a compelling statement without specific counterexamples of commercially significant markets. Market designers and market makers have examined PR03 with their markets in mind.

This comment asks for guarantees that can never be met; validation that this specification satisfies market needs is provided by the public review, SGIP, Priority Action Plan 03, and standards processes.
