I see Aaron's point--this is an empty bucket. But I would also argue that the intent of the requirements is not that everything must be complete in 1.0. Some things take more time, more experience, more input, actual implementations, then something is put into the standard. This gets to Ed's point. If this requirement is so important, where are the stakeholders saying what should be in the bucket? Some things are more important than others and we should not delay publication because not all requirements are met in 1.0 vs. 2.0. It is certainly the intent to address this in time.
