I am trying to build sample XML to describe these products. I have been so fixated on the retail DR markets that I may be making som mis-assumptions.

If a Resource is contracted to provide one these services, is it for a fixed period, for a recurring period, or what? In other words, is a spinning reserve contracted for a day, or can ot be contracted for weekdays until summer's end. Would a regulation service always be 24 hours, or would it be during the afternoon only?

I am trying to take into account issues such as oportunity costs that appear in the defintions, as well as to allow resources to be sometimes generation, and sometimes a service. Such requirements appear in the NE-ISO programs, and seem to anticpate that a Resource may have two contracts open side by side, but with different availability patterns.
