Input was solicited from the NAESB consensus standards process, SGIP processes (including PAP03) and three broadly distributed public reviews.

The stated issue is "solicit input" which was done through the NAESB consensus standards process, SGIP processes including but not limited to PAP03, and through three broadly distributed public reviews.

SEP is NOT "reference material". The IRC contributions have been used in this work.

Solicitation was done as requested starting in 2009.
