There are multiple mandatory items for each interval that should not be mandatory: 
For: 
<power:unitEnergyPrice> 
       <emix:price> 
<emix:value>0.12</emix:value> <!-- we should not have to specifiy a price here, there is a price for each block and time of use --> 

<power:powerReal><!--why is this mandatory? Can live with it. --> 

<power:charges></power:charges><!-- charges is mandatory, but all of the elements are optional --> 

<power:maximumPower>1000</power:maximumPower><!-- this does not vary by Time of use but is repeated in each time interval--> 
<power:minimumPower>0</power:minimumPower> 

For each consumption block <power:maximumEnergyQuantity> is required. The highest block does not have a maximum. Used 999999 as a work around. 
Using a start value instead of a maximum eliminate the need for a work around. 

emixbase requires: 
<emix:terms></emix:terms> (what is this for? empty string seemed to be accepatabe.) 
<emix:marketContext></emix:marketContext> (can we use this for tariff name? must be a uri?)-- we need a way to identify which tafiff this is for. The enumeration list will not be able to represent all of the tariffs by name. 

<emix:integralOnly>false</emix:integralOnly> (check the definition) -- this is required. It is unclear what this is for when used in a tariff message
