I say it is compelling stylistically (see Robins’ Comment), compelling Googlistically, and an immaterial change within the bounds of OASIS rules.

 

I would be happiest if someone else weighs in, but unless there is a complaint, let’s make the change as proposed.

It seems to be done both ways when I do a search on Google, though 'and' seems to get more results. I prefer to avoid non-alphanumeric characters in titles if I can - 'and' strikes me as more formal.
