During the November 13, 2009 NAESB Smart Grid Standards Task Force conference call the participants reviewed the current status of the draft recommendations for Priority Action Plans 3, 4 and 9.  The Task Force requested that the documents be posted for an informal comment period beginning Monday, November 16, 2009 and ending on Monday, November 30, 2009.  All comments and proposed modifications received by the NAESB office will be posted on the Smart Grid Standards Task Force web page (http://www.naesb.org/smart_grid_standards_strategies_development.asp) and reviewed by the Task Force during a meeting following the close of the comment period.

Subject: Documents Released For Informal Comment

This cover memo is intended to provide a little explanation about the documents being released for informal comment for NIST Priority Action Plan 09 (PAP 09), PAP 04, and PAP 03.  In all cases, the documents are not a final product, but do contain a great deal of information which the NAESB SGTF believes is beneficial to distribute to the community at large for their review.  They are still a work in progress and as co-chairs we would encourage all stake holders to join or continue their participation in the efforts of the SGTF.

For PAP 09, there are three documents.  These documents are:

1. Framework for Integrating DR and DER Models release 0.1

2. Retail DR Use Cases release 0.1

3. Wholesale DR Use Cases release 0.1

Per PAP 09, this deliverable must cover both the wholesale market place and the retail sector.  However, these areas are in separate quadrants within the NAESB community.  As a result, while the interaction between wholesale and retail must be clearly identified in these documents, the areas specific to wholesale and retail also need to be separated for the Executive Committee approval process.  As a result, we are presenting the two areas in separate documents at this time.

The Framework document is an introductory piece that lays out the entire arena that is PAP 09.  It ties the thinking of the two accompanying documents together.  The second document, Retail DR Use Cases, is primarily focused on retail use cases, but can easily be expanded to show the connection to the wholesale market place.  Within the retail sector there are two basic situations: retail competition or no retail competition.  The no retail competition case could have been shown as the most simple retail competition case with only a single retail entity.  At this time, there may still be some overlap of wholesale actors in the retail use cases, but these use cases will be cleaned up before the recommendations from the SGTF are finalized.

There is some overlap between the retail and wholesale documents, and the reviewer may find some inconsistencies in actor names or glossary definitions, but these items will be worked out in later releases but prior to final recommendation release.   The Wholesale DR Use Case document details sixty possible use cases, and has developed several business process models.  The work on this document now is to continue to review use cases and determine if the present business process models support all the use cases.  The wholesale use cases could also be easily expanded to show the connection to the retail sector.  Presently the document shows at least one, retail entity in each use case.

As work continues over the next two months, it is expected that these documents will become more cohesive.  We look forward to your comments and your continued participation in our collective efforts.

The use cases for price signals for DR for PAP 03 are contained in the PAP 09 use cases.
In the case of PAP 03 and PAP 04, there is a single document for each PAP that has been released for informal comment.  These documents are not a final product, but rather these documents represent works in progress.  Again, the SGTF believes is beneficial to distribute them now to the community at large for their review.  We would encourage all stake holders to join or continue their participation in the efforts of the SGTF.
