In OpenADR 1.0 and current commercial implementation, this request goes beyond sending NORMAL/MODERATE/HIGH prices. Please see LBNL contribution and consensus agreement on this issue, posted on the EI website some months back. Yes, this information need to be communicated as part of the EventStatus as there are many clients (200+ facilities and 80 MW) of load that relies on it and many in future will continue to.
