I think the issue was that some appliance vendor might want to serve the "green" folks who want to only use power when the wind is blowing. This implies they have an agreement to buy green power from some provider or even from some specific generator. So, there is a contract in place for green power and that needs to be communicated down with a price (perhaps) as the indication that the wind is blowing now and power is cheap.
