Just to your first point,  if I understand your description correctly, I believe 'Updated' means just that, but nothing having to do with whether or not you're 'Watching'.  I draw that conclusion because I get many of these (with 'Updated' in the subject line) even though I'm not 'Watching' any issues (eg. http://lists.oasis-open.org/archives/energyinterop/201104/msg00094.html).

Other than that it is difficult to distinguish between that and other notifications that come out. In this example I was notified that you made an update, but not what the update was.  A link is provided that takes me directly to the issue and in this case it appears that you assigned some items to TC.  However, in other issues I could not tell what the update was.  There didn't appear to be a status change, comment, sub-tasking, or resolution verbiage added.
