I used EI Quote for the mapping because this is where the editors told me to excpect it. I would have no expectation of that based on what I see in the spec.
It can be its own message. It doesn't matter to me. It seems that in order to determine which message type it is you have to first look at which element of the choice / substitution group is being used in the payload.
