EiEventType:resourceTarget disappeared and was incorrectly replaced by resourceID. This completely changes the semantics of this attrbiute and eliminates one the major use cases for this attribute which was to allow a DR event to be sent to an intermediary like an aggregator and specify attributes of their resources that should be used without having to know specifics of the resources behind that VEN. resourceID might be an acceptable form of specifying a target for an event, but it should not supplant the existing resourceTarget attribute.
