If it's a contractual program, the registration can be canceled by either party (think credit card -- where a consumer or a credit card company can terminate the contract) by mutual arrangements (left to individual implementation). If it's a voluntary program (price quote or broadcast information), it's up to the VEN to determine if it would like to receive the information or not.
