There is nothing that stops an application from collecting its own [IP addresses] for Resources "behind" a VEN, and then sending duplicate EiEvents to each of those addresses as well as to the VEN. It is appropriate that the specification neither requires nor hinders this configuration. 

No need to handle this issue in the spec.
