There is a well defined set of rules that we used in OpenADR 1.0 and we are adopting in the Alliance for how to order the events, based upon their schedule, state, and priority attribute. This establishes an ordered list which in principle a requesting party can index into and select subsets. IF we decided to support this in EI then we would also need to adopt those ordering rules. I'm not convinced we should be doing this EI, but I also want to make sure that we can extend the payloads appropriately if we want to add this feature in the Alliance.
