Didn't we discuss having the ESI as the lower boundary, thus leaving to those systems behind it the strategy of how to respond to messages.  Of course, the ESI could be anything that enables communications between the grid and something traditionally behind the meter (I'm thinking about direct load control devices, or at least smarter ones than we have today).  Essentially, anything exposed to the grid either would have to have it's own ESI capability or would have to communicate through an intermediate device that did.  Once we leave residential, the complexity of buildings and industrials is  such that any other communications path could run afoul of a number of standards or codes.
