What is the system ID of the XML Catalog DTD?

Is it

  http://www.oasis-open.org/committees/release/1.0/catalog.dtd

as stated in the spec, or

  http://www.oasis-open.org/committees/entity/release/1.0/catalog.dtd

which is where it really is?
