"Content negotiation", the mechanism for a client to ask a server (or in this
case a resolver) for resource R cast to type T (e.g. "http://www.w3.org"
in XHTML-1.1 format, or in Japanese, or whatever).  The server responds with the
reformatted resource if possible, or if not, a list of the types T1, T2, T3, ...
which it has available.  The client may then re-request or give up.
