I agree with Tony, we may be best off if we put this issue aside until later in 
our process.  And by then, maybe we'll have a different (better?) feeling for 
the "best practice", and we can reach a consensus.

Unfortunately, there is sufficient lack of harmony in the capitalisation (and
such) of element and attribute names that I'm not confident that we will resolve
this issue by quoting past practice.  I would suggest that we are going to end
up having to vote.  The only question I would have is whether we should seek
input from outside this TC to get a better statistical view.
