New draft published

I published a new draft[1] of the XML Catalogs spec. The only
significant change since the last draft[2] (and the diff[3]) is that
it's called "1.0 (Second Edition)" instead of "1.1". As Paul noted at
the time, 1.1 was a mistake because there are no conformance changes
since 1.0, just editorial cleanup.

This draft is just dated 2004.

Have I mentioned how much I think Kavi sucks recently? It's impossible
to create a spec that refers to the alternative formats of the spec
because when you upload them to Kavi you get a random %#@!?#! URI.
