Uhm. The intent was to allow extensions, but I don't think it's very
clearly worded. I'll try again.

| And one final question which is also probably caused by my lack of
| knowledge of previous specification evolution. All schemas for catalog
| entry files (DTD, WXS, RNG) contains in public and system identifiers
| version number 1.0, although the specification describes V1.1 of XML
| Catalogs. I suppose that this is correct and that you have previously
| agreed on not changing these identifiers because V1.0 catalog files
| can be still validated against extended V1.1 schemas. But it looks
| little bit confusing at the first glance. May be adding something like
| the following sentence at the end of Section 9 could clarify this:
| "Because catalog entry files that are conforming to the previous XML
| Catalogs Committee Specification 1.0 are also conforming to this
| Committee Specification, OASIS Entity Resolution Technical Committee
| decided not to change system and public identifiers of schemas that
| formally describe grammar of catalog entry files. This decision should
| made it easier to manage transition to this newer version of Commitee
| Specification."

Actually, that seems like a bug, I'll provide new system and public
identifiers. But I will add a note about the fact that we didn't
change the namespace name.
