I'm afraid I gave the TC some bad advice - the TC Process Policy *does* require a special majority vote for submitting for OASIS standard. That means that the TC must notify me that it would like me to set up a ballot, and the ballot must be completed on or before 15 Aug if the plan is to submit for September ballot. I can start a ballot on 8 Aug; members would not need to cast their vote until all materials have been reviewed.
