Present: Norm, Lauren, Tony, Jirka, Paul.

we need to fix the (non-normative) schema and republish as a 
standard. 

We can't switch to xml:id (that would be too big a change), so we'll 
just fix the schema by adding the namespace. Norm will make the 
changes by next week.

We will keep the TC open for a period of time to ensure no fixes need 
to be made to the spec.
