Last page, item 'Industry Review Needed' with TMF RM Term 'Monitoring Visit Followup Letter'

It is inferred that the proposed model consolidates this TMF RM artifact into the 'Monitoring Visit Report' content types? Is this true? If so, is there a rationale for this? ICH E6 has them as separate documents. Recommend keeping them separate.
