Yes. Having a definition of language and using it systematically would
not have hurt ISO 639 at all...

Well, no. It is certainly a subject indicator for English, but not a
published one. A resource becomes a subject indicator by being used as
one, but it only becomes a published subject indicator if its
publisher publishes it for that use. 

Your point is still valid, though.
