Certainly. Yet records containing data about a person, data ascribed to a person, etc. are not that person. An agency can make many assertions in the form of data about a person with that person having some or no rights for access or control of that data. It is a broad subject that should concern individuals. Assignment of a namespace ID, a GUID, etc for purposes of creating identity over some set of records, or a device with access to some system is a different subject. Personal identity has no namespace. A person may have some legal control over some means or system of identification and how it is used in the context of that person conducting transactions with some system. IOW, let's not go down the trek of trying to figure out if "the map is the territory" or worse, become embroiled in legal ownership issues. That's a mess which is likely to keep a lot of Harvard and Yalie grads up nights. The crux of it is assent to a system (granting authority). Of course, these schemas would have namespaces that point to OASIS).
