This paper explores the theme of XML 2004, "XML -- From Syntax to
Solution." The 'dots' in this case feature the OASIS open, public
standards, CAP 1.0, the Common Alerting Protocol, WSRP 1.0, Web Services
for Remote Portlets, ebXML Registry and Repository standards, eXtensible
Access Control Markup Language, XACML, 1.0 Specification Set and the Web
Services Security 1.0 set of specifications.

These dots are 'connected' within the context of multiple, sequential and
simultaneous emergency incident scenarios by using these open, public,
xml-based standards together to show how the value of those standards is
multiplied when used in such combinations.
