This ballot just needs a simple majority vote.  If you desire to see 
some changes in the form of additions/deletions/corrections in the 
draft, then please keep them ready so we do it for CD02.

cast is greater than the number of "no" votes cast.
Abstentions are not counted. For example, in a Quorate Meeting in which 
20 Voting Members are present, if 7 vote "yes"
and 4 vote "no", the motion passes.
