This is for the Use case submitted by "Homeland Security Consultants" titled "Federated User Account and Attribute Provisioning" (Robert Cope)

Needs wholesale review and simplification.  Perhaps needs to be divided into multiple scenarios.

If any aspect of this use case is preserved, it should focus on the notion of regional clouds issuing identity (provisioning) and at a later time those identities need to be resolved to a "central" cloud and those identities are also linked to some physical representation such as an ID Card or ID chip.
