David, good to see you surface again.  The following should help answer part
of your question - itıs a cross post from the HL 7 servicesbof list.  The
bottom line is, we are working on the full answer.

Subject: Notes from OMG Healthcare Day

This note is a brief summary of the events at the OMG Healthcare day on
11/06.

Full meeting minutes have been circulated on the OMG Healthcare list
(healthcare@omg.org <mailto:healthcare@omg.org> )  and are available at

http://www.omg.org/cgi-bin/doc?health/2004-11-06
<http://www.omg.org/cgi-bin/doc?health/2004-11-06>

In summary, the OMG HDTF Healthcare Day was very successful. About one third
of the attendees were from HL7 or HL7 member organizations. A very
productive discussion took place  focused largely on the relationship
between the OMG HDTF and HL7, and the context for healthcare service
interface definition within the OMG.  This discussion was initiated by a
number of presentations from the Jeff Sutherland ( PatientKeeper -- Orders
and Observations Co-Chair), Leroy Jones (ONCHIT), David Harrington
(Medicalert/OMG), Mike Milinkovich (Eclipse) and Ken Rubin (VHA , past PIC
co-chair, HL7 ServicesBOF Convenor ).

The relationship and respective roles of HL7 and OMG was defined with much
greater clarity, and is summarized as follows (in the form of sequential
steps for producing a specification):
1.   HL7 Services Project will define scenarios and priorities for service
specifications.
2.   HL7 Services Project will define the  information content for  the
chosen services , relating their payload to the RIM
3.   HL7 Services Project would produce a computationally-independent model
(CIM).  This CIM is a services specification that may be manifested in
multiple implementation technologies.
4 . Using the CIM, the OMG  will create an RFP identifying mandatory and
optional requirements for all submissions intended to satisfy it.  It was
decided that OMG RFPs would be supportive of HL7 specifications and call out
relevant HL7 work products and standards as appropriate.
 5.  OMG will issue the RFPs for submissions of platform-independenet and
platform-specific submissions, reviewing them based upon consistency with
and conformance to its RFP requirements.
6.   The  OMG  RFP template to be used will be reviewed by HL7 Services
Project to ensure it will meet any HL7 requirements (in principle) , and to
ensure that HL7 work products are supportive of this downstream dependency.
7.   Submissions for OMG standards will go through that organization's
approval process. Part of the OMG process is that submitters must implement
either product or reference implementations within a designated time period
upon approval of the specification.

 Other notes:
1.        The Eclipse organization is keen to be involved and may provide
submissions.
2.        The approach will be discussed further at both HL7 and OMG
meetings in Jan/Feb.

The next OMG meeting is in Burlingame, CA on January 30 through February
4th.  Those interested may register at
