Specification draft to review on today's call

For today’s call, we have a draft to review of our specification that merges the content from ISIP, the ISIP Web Guide, and the Addressing Extension into single, hopefully coherent document.  For now, you can access it from these locations until I learn to use the OASIS uploading tools:
