Proposal to allocate ranges for IEEE P1619.3

Hi Folks,

For Monday's face-to-face, I'd like to discuss and hopefully move to include the following proposal that was posted last June:

This proposal allocates ranges from the binary encoding's tags and enumerations fields to IEEE P1619.3. In this way, IEEE P1619.3 can make extensions to the binary coding without colliding with future KMIP changes or with vendor-specific extensions.
