Deferring P1619.3 proposal to pre-allocate enumeration ranges

Hi Folks,

Based on today's discussion, I'd like to defer the proposal to pre-allocate enumeration ranges to IEEE P1619.3 until we better understand how we want to structure a registry.  It may be easier to just allocate values as needed.
