1. Editorial cleanup
2. Changed raw conformance target to secret data conformance target and
ensured attribute consistency (this should ensure that we are handling the
basic shared secret and common cipher support in the first rev of the
spec)
3. Added exact wording of the motion that was carried w.r.t. object
ownership

Have not yet fixed the specification URIs (current, prev, latest). Will do
that once we get to committee draft
