Propose merging KMIP Spec sections 7.2 and 7.3

Hi folks,

In looking at all the structures in sections 7.2 (synchronous operations) and 7.3 (asynchronous operations), it looks like the only difference is that asynchronous structures in 7.3 additionally have the Asynchronous Indicator in the Request Header, and an Asynchronous Correlation Value in the Response Batch Item.  Why not merge these two sections and make these two fields optional (but add in the comment column that they shall be present for asynchronous communications)?
