Further to the topic on the various dates, reading back through the
specification text it isn't actually clearly stated that a managed
cryptographic object SHALL NOT be used pin the Pre-Active state.

3.22 State has "Pre-Active: The object exists but is not yet usable for
any cryptographic purpose" with no use of SHALL NOT.

3.24 Activation Date only discussed what happens once there is an
Activation Date in place.

The use of MAY when referring to the optional date attributes is
unfortunate - as that is probably not what the authors intended if you
are familiar with RFC2119.
