The specification should not be about theoretical possibilities, so yours is a reasonable position to take. But my understanding is that some of the features proposed for KMIP 1.4 may already have a dependency on working Attestation Credentials [e.g. client registration?], so would not the Test Cases coming out of KMIP 1.4 suffice?

Actually I would like to see some Attestation test cases first.
I can't see how the TC can claim that KMIP supports this if we cannot point to a test case showing how to use Attestation and seeing interop testing verify our designs.
